Platinum Wheels are really good. They rolled my rear guards on my silver JZX110. They were really cheap as well. I think they were $30 each side.

Mine are already rolled, im looking at getting them pumped out to suit 18 x 9.5 22p wheels under the guard for cert, as i cant have the top of the tyre exposed outside the guard :(

I'm sure they can pump guards as well.

20mm is quite a bit, it might end up being cheaper to sell the rims and get some slightly skinner ones if possible.
Otherwise, GT Refinishers seems to be the place to go for jobs like that

Yeah im starting to look into get maybe some 9.5s with less offset or maybe even go down to a 9 inch just for cert. as gaurd pumping seems alot more expensive then expected

I have 18x.5 at +20, they fit well with the lip tapped flat and a small pump. JZX90
